Perhaps it could be awarded to those who discover vulnerabilities. Like exploits, a possible security breach, etc.

when the new client and workshop rolls around, you can start granting it to users who suggest/create features for it along with pointing out critical bugs

other owners got it for helping excessively or being dragon's friend. it'd suck if some douche were to leak the code and just ruin the original owners' only reward for their work

I feel like people should be able to get it by contributing (either by programming or suggesting) a part of the new client; perhaps one day, Brick-Hill will choose a select-few user-created functions per month to be "Brick-Hill Verified" and get granted the Tophat, for their trustfulness.

If the former doesn't work, then maybe suggesting something big in the client that hasn't been considered before and has officially been shipped would reward you with the top hat?

I don't know. These are just ideas I'm throwing around.
