WALKTHROUGH:

MVD BLIP is an encrypted text that uses the Atbash cipher.
Decoding it gives you the result New York.
(A,Z) was only there to help find the correct cipher

The riddle on its own tho is a separate thing from the encrypted text.
If you observe the riddle carefully and think about some scenarios of it, the answer will be “Nickname”

At that point, you’re looking for New York’s Nickname.
In which the answer is The Big Apple
