Okay, I synced OneDrive and I still got the same error running npm i node-hill@latest.

Then I realized the package.json is actually package-lock.json.

What do I do?

Then I realized the package.json is actually package-lock.json.

thats completely fine
maybe explorer doesn't default to the proper folder? try navigating to the folder using the CD command
Try this
cd path-to-your-folder
and then run the rest of the commands

Did I say move your folder to OneDrive? I never said that.
Move your folder outside that OneDrive or else you will get even worse problems
