Do not gatekeep the scripting sub forum. Everyone is welcome here regardless of their coding knowledge. If you wanted to try and learn a scripting language and the first thing everyone did was tell you to not try to answer other people's questions, you would not feel welcomed. One of the best ways to learn programming is by looking at other people's code, learning how it works and remembering these principles before later passing the knowledge onto others. If somebody's answer isn't the best way to implement something, give them pointers on how to improve their code rather than berating them over sloppy code and not knowing everything there is to know about a programming language.

Even if you know very little JavaScript you are welcome to post here. This is a place to learn, not a place to gatekeep. While I do agree that people should refrain from replying with 'I don't know' and try to learn a bit of the language before posting they're going to do it regardless. An answer is an answer, regardless of how well explained it is.

But people who don't know javascript at all, don't have an answer or just say something totally unrelated or unhelpful shouldn't be allowed here.

You're right, this isn't a place to gatekeep, but people should only be here to help or get help.
If a person has an answer to a question, they should be allowed to post it. But people who know nothing about javascript shouldn't be allowed to answer unless they have an honest answer.

Stopping literal shitposts from existing in a place meant to be HELPFUL would be good as this area is full of people that will occasionally reply with something stupid that helps nobody.
