uhhh I think so
but I'm pretty sure you can upscale clothes to any size
I wouldn't know but I've successfully uploaded 2048x2048 shirts

If you want to make pixelated clothes, just make the thing, and then (assuming you are using paint.net or a similar software) go to image -> resize -> nearest neighbor and then input the size
