There is a wide variety of applications that will suffice, but I personally use paint.net!
You can hunt for public domain material textures or for a specific style, and you can use bits and pieces of these images laid out like a box to fold up into your shirt or pants. The box select and elipse select are important. If you cut out an equal amount on the arm portions at the bottom you will have your transparency. An elliptical select tool will let you cut out a hole for the neck. Other than this, there is really a lot you can do, from hoodies to suits by just being creative with your materials!
