Specials are they're sold in moderation and typically in small and expensive numbers.
When Special Edition / Red Star items (tradable and sellable items) are released, they have a limited quantity which is put onsale. Until everyone buys it, no one can trade or resell them.
When an item turns Special / White Star, anyone who owned them now gets to trade and sell them.
