I don’t know where to find the avatar model. Ask a mod
As for my solution, you can probably use the roblox avatar model and then put your hats on it

It’s very primitive and there’s probably better ways on doing it but I don’t know

There's not really a way to get a player's OBJ file. If you want to get the OBJ for a player, one way you could do it is by getting the head mesh for the player through any means you feel (I personally took the my name jeff head and resized it to get the modern head mesh) and add in the limbs and torso yourself, then import the hats and stuff for resizing and appearance
so sadly depending on how many items a user is wearing, it could take multiple downloads. but once you have a working player avatar, you'll only need to download hats and clothes and just apply them which isnt hard.
so you cant exactly just get a player's OBJ but you can create your own
