Make a specific forum for users to be banned. You need to show proof and on the side of the screen it has a check mark on how long they should be banned for. Like A warning, a 1 day ban, 2 day ban, week ban, etc. Going to the highest ban possible, and when you posted your fourm and stuff then on the side of your forum post shows how long they should be banned for. Then a mod reviews it and decides what happens.
